Although its 28mm and I paint 15mm I am hoping it will help me with the quality of my painting and the colours and techniques. Its a fine line between speed and quality but I am confident I can find a good position on that line for my Napoleonics.
Anyone else have this book and use it?

Yes. I bought the book when it first came out. Lots of great tips on painting the French army. As a matter of fact I have both most of the series. They are informative.
and it even uses Vallejo paints which is what I use.
